Was the developers' behavior ethical?
I dont think their behavior was ethical because they took advantage of the widow who believed her underwater land was just worth 445,000 dollars. They then sold the land for 7.2 million dollars which is way more than what they gave to her. I think they should have gotten arrested for what they did because they are thieves. I think that the price of what is now Biscayne Bay was too high. They managed to get their hands on $7.2 million on which they had just bought it for $445,000.

How can this be avoided in the future?
I believe people should be more aware of what is going on out there so that they dont get hoodwinked like that widow. They should know how much the price is for anything they own.
