Suggestion for more conductive learning

How can a system be designed so students care more for learning?
Well to begin with, the district can start by switching the days. I guess its something like block scheduling. I mean its the same thing everyday. The same periods and the same times and the same bells @ the same time. blah blah blah...Well at least now they gave us 6 minutes between classes and we now have two lunches instead of three. So, thats a change. But yeah I think getting some new changes will help students care more for learning.
